Movie Review:
Bridesmaids — rating: 4 STARS
“Bridesmaids” is one hilarious film centered on believable characters. The movie is full of some pretty good dirty jokes, combine with female friendships and one wedding planning from hell. Plus, it is not a chick flick! "Bridesmaids" clearly proves that women are equal to men in all areas like vulgarity, sexual frankness, lust, vulnerability, insecurity and let’s not forget over drinking.

It is the female version of “The Hangover” but, with a cast of witty twisted sisters who come in all shapes and sizes. If you are not easily offended by nonstop profanity, and we are talking strong language here, then this movie is quite clever, sharp and funny. And Wigg doesn't play it safe but comes across as affable with a dangerous twinkle in her eye. Of course, let's not forget Maya Rudolph, Matt Lucas and Rebel Wilson's contribution. Overall, this movie is four thumps up and one satisfying cheer for women in comedy equality.

President Obama calls for Israel’s return to pre-1967 borders
Washington (CNN) — In a major speech Thursday, President Obama became the first president to formally endorse the United States’ support for a future Palestinian state based on borders that existed before the 1967 Middle East war. The president also acknowledged the need for modifications through the negotiating process due to conditions on the ground. In the past, the US has unofficially backed a two-state solution to the Israel-Palestinian conflict based on the borders in place prior to the war 44 years ago in which Israel seized the West Bank, Gaza Strip, Golan Heights and Sinai Peninsula.

Parents React to Recorded School Fight
Oviedo, FL (ClickOrlando.com) — School officials in Seminole County said they are investigating a fight at Jackson Heights Middle School in Oviedo that left a middle school student with a broken collar bone, a broken foot and a concussion. This after a video (copy of which was obtained by Local 6) was posted online showing fight that left boy seriously injured. Presently, police and school officials deny more fights are happening in the school.

District: 4-Day School Week Possible
Marion County, FL (ClickOrlando.com) — Four-day school weeks could soon be a reality in Marion County according to superintendent, Jim Yancy, who announced Thursday that this plan would run Tuesday through Friday and there would be no half days. The only other alternative is widespread layoffs. The plan according to Yancey would save more than $4 million while keeping its teachers employed.

Veteran Officer accursed of Brutality by a Woman
Orlando, FL (Orlando Sentinel) — Orlando police are reviewing the conduct of a veteran officer (Officer Livio Beccaccio, 38) and Lisa Wareham, now 20, who suffered broken front teeth and an arm bruise before being arrested.

City-owned surveillance cameras recorded the exchange Feb. 25 of the two and a group of others near the intersection of East Central Boulevard and Magnolia Avenue. The cameras show Wareham standing on the corner in a black dress surrounded by several others. Officers, who were both on foot and on bicycles, arrive at the corner and begin directing people to sit down and move apart.

At some point, Beccaccio pushes a man with dreadlocks, and stumbles backward onto Wareham. Beccaccio then directs Wareham away from the crowd. Seconds later Beccaccio grabs Wareham by the arm and shoves her into the street using an "arm bar" technique. Wareham loses her balance and falls face-first to the pavement. When she sits up, she is grabbing her mouth, the video shows. Wareham then dialed 911 to complain she was injured and that’s when she was arrested.

Beccaccio wrote in an arrest report that he "pushed Wareham back in an effort to both create distance from her and I, and to prevent her from attacking [the other man]. Wareham stumbled forward and fell to the pavement." She is facing three charges, including battery on a law-enforcement officer, a felony.

Today’s Highlights...
Interview with Dr. Richard Lotenfoe
by Haydee Ayala
May 21, 2011
FL — The dialogue was great and the chemistry inside the studio incredible! YSL host Jose Miranda once again delivered a suitcase filled with mayhem. Miranda zoomed right in to a discussion of the week’s top breaking news.

Opening with a conversation of the political news about the “King” (Gov. Rick Scott) who signed into law an arguable elections bill, which under this new law voters moving within a county will still be able to cast regular ballots. However, those moving from one county to another will be forced to cast “provisional” ballots, which studies show are much more likely to be tossed when being counted by the election boards. Color it any way you can but the “King” has made his position clear, posturing himself the potter and chiseling away at your natural rights — those civil liberties which are considered to be self-evident and universal; and, should not be contingent upon the laws.

Then Miranda goes on to discuss the violent bullying incident involving a veteran Orlando law enforcement officer (Officer Livio Beccaccio) who "allegedly" according to video surveillance stands accused of using brute force against a woman, followed by another vicious assault — an attack on an Oviedo middle school student which left him with a broken collar bone, a broken foot and a concussion. And, a school board that at the moment is looking into the matter. Was this after a video surfaced and Local 6 acquired a copy of this video which set off an entire community ablaze? That remains to be seen.

Though many topics are discussed on the program, some of which are meant strictly for entertainment while others are meant to inspire, to really dig deep and look at what is going on around you. YSL host Jose Miranda and Haydee Ayala strive to deliver critical information each week to their listeners and readers. Every show begins with a review and comments on the news of the week and today’s show typifies it. So whatever affects our community will be aired on the Yo Soy Latino radio show and transferred on to the web site.

Miranda then proceeds to have a one-on-one chat with Alan from Ol’ Times Smoke Shop in Casselberry, FL. Talking about what's new in the world of cigars before introducing YSL's guest for this week, Dr. Richard Lotenfoe.

And as we approach the final 20 minutes of the show, Jose gave a warm welcome to Dr. Richard Lotenfoe, M.D. But before going straight into the interview he eases him into a conversation by sharing a short tale involving his dad’s consultation with an urologist, which of course added a little levity to this serious topic.

Dr. Lotenfoe is one of the leading urologists in the country and a teacher in this field. He specializes in minimally invasive and non-invasive procedures for prostate cancer and benign prostatic. As a frontrunner in urological surgical techniques, Dr. Lotenfoe was gracious enough to come on the air to offer information about prostate cancer since a good percentage of our listeners are unaware of the risk factors or ignore early detection of this deadly disease, especially within the Latino community.

Dr. Lotenfoe — a Board Certified Urological Surgeon in Celebration, FL— informed us that one in six men will have prostate cancer. In fact, Dr. Lotenfoe goes on to say that the treatment of this disorder has changed drastically over the years. With the introduction of new and more effective drugs to the use of laser devices all of which improve the treatment of prostate cancer in less severe cases rather than the alternative the removing the prostate or giving radiotherapy. When asked what causes it he responded stress, smoking, diet, even genetics. Perhaps with this critical information it will make screening more attractive to individuals who might have symptoms but are reluctant to follow through with their doctor.

IN CLOSING, we would like to say that most of Dr. Lotenfoe’s patients are not just men but women also come to his office for other issues like kidney stones. Further, Dr. Lotenfoe together with the Rotary Club of Orlando offer free cancer screening for anyone who does not have the means or medical insurance. These events are usually announced on the web site or on radio, like Yo Soy Latino.

There is so much to this gentle surgeon from his easy going demeanor to his passion of helping others. If you wish to reach out to Dr. Lotenfoe, go to www.orlandoprostatecancer.com then go to info on the page you can make whatever inquiries there and someone will contact back. In addition he is also reachable on drlotenfoe.com. And, if you missed this week’s show you can still listen to it either by going to ustreamtv.com or going to our archived shows on the YSL website.

Shows like Yo Soy Latino are made possible through your generosity and of course sponsors who continue to support us. So if you want good quality radio programming to continue we ask that you go to our website and donate.

We look forward to seeing you back here next week with your cup of coffee in hand for some more entertaining and informative dialogue.

Stylish Pencil Skirts
May 21, 2011
What make this skirt very appealing are its ranges! It can go from skimpy to modest fashion and can be as simple as any single piece of material. Here are several variations to the stylish pencil skirts.

The original Pencil Skirt works for any body type. Furthermore, it is ideal for the curvier figured lady. Its tapered style bottom works to highlight lower body curves while the length is slightly below the knee.

Then there’s the A-Line Pencil Skirts. These skirts are usually asymmetrical with an uneven hemline, which makes one side longer than the other. Also, it is neither too tight nor loose and its purpose basically is to conceal part of the legs.

The A-line Skirt, however, will hug perfectly around the hips but will flow out near the bottom, providing a fuller shape similar to the letter A. This is best for ladies with bigger hips or thighs because the cut prevents the fabric from clinging.

Next is the Tube Skirt! This particular skirt is quite similar to the pencil. Except that it is slightly longer, stopping right before the ankle. Of course shorter versions are not rare. This fashion is just right for the lady with a wider top but a smaller bottom.

Now with the Column Skirt this is great for the tall and leggy ladies because it lengthens the body line. However, it can also be used by women who have very narrow hips or rounded figures. Typically the long length helps to conceal big ankles.

Although there are some variations of the pencil skirt it has been a part of women’s trendy clothing for decades. These skirts are classic!

Halibut with Mixed Beans and Lemon-Butter Sauce
This is one beautifully executed pan-roasted halibut. It’s beautifully firm and it gets so nicely golden when you sear it and add the tangy lemon-butter sauce. The lemons brighten up the halibut. Because the sauce is light on this halibut turn to a lively Chardonnay from a cool climate, like Oregon’s Columbia Valley.

Serving: 8 • Time: 1 HR

Ingredients:
2 pounds fresh cranberry beans, shelled (2 cups)
4 garlic cloves – 2 whole, 2 minced
3 thyme sprigs, plus 1 teaspoon chopped thyme
2 pounds fresh fava beans, shelled (2 cups)
½ pound haricots verts
½ pound sugar snap peas
1 cup thawed frozen baby peas
1 stick plus 6 tablespoons (7 ounces) unsalted butter, 12 tablespoons cubed and chilled
2 shallots, minced
1 cup dry white wine
1 cup chicken stock
3 tablespoons fresh lemon juice
Salt and freshly ground pepper
2 tablespoons canola oil
Eight 1-inch thick skinless halibut fillets (6 to 7 ounces each)

Directions:
Bring 2 medium saucepans of water to a boil and prepare a large bowl of ice water. Add the cranberry beans, whole garlic cloves and thyme sprigs to one saucepan and simmer over moderate heat until the beans are tender, about 30 minutes. Drain the beans and discard the garlic and thyme. Wipe out the saucepan and return the beans to it.

Meanwhile, preheat the oven to 425°. Add the fava beans to the second saucepan of boiling water and cook for 5 minutes. Using a slotted spoon transfer the favas to the ice water to cool.

Add the haricots verts to the boiling water and cook until crisp-tender, about 4 minutes. Using a slotted spoon transfer the haricots verts to the ice water to cool and add the sugar snaps to the boiling water and cook for 2 minutes. Drain and add them to the ice water. Drain all the beans and peas and pat dry; pop the favas out of their outer skins. Add the beans, sugar snaps and baby peas to the cranberry beans.

Wipe out the medium saucepan and melt the 2 tablespoons of butter. Add the shallots and minced garlic and cook over moderate heat, stirring occasionally, until softened. Add the wine and cook until nearly evaporated, about 10 minutes. Add the chicken stock and cook until reduced to 1/4 cup, about 6 minutes. Reduce the heat to moderately low and whisk in the cubes of cold butter, a few at a time, until a creamy sauce forms. Add 1 tablespoon of the lemon juice and season the sauce lightly with salt and pepper. Pour all but 1/4 cup of the butter sauce over the vegetables and keep warm.

Heat the oil in a very large ovenproof skillet. Pat the halibut dry and season with salt and pepper. Add the fillets to the skillet and cook over high heat until lightly browned, about 3 minutes. Transfer the skillet to the oven and cook until the halibut is almost opaque throughout, about 5 minutes. Carefully turn the fillets. Add the remaining butter sauce to the skillet with the remaining 2 tablespoons of lemon juice and the chopped thyme. Cook over moderate heat just until the sauce is bubbling and the fish is just cooked through. Transfer the halibut fillets to plates and spoon the lemon-butter sauce on top. Garnish with the micro-greens and serve with the beans.
MAKE AHEAD The recipe can be prepared through Step 3 one day ahead. Refrigerate the vegetables; let return to room temperature before proceeding.

Top Natural Remedies for Hair Loss
The following five tips will help you prevent hair loss, without risking any of the negative side effects associated with drugs:

1. Drink tea — Try drinking a few cups of nettle tea each day. Nettle contains ingredients that help inhibit the conversion of testosterone into DHT, which is the primary cause of hair loss in men and also effects women — especially as they go into menopause and their estrogen levels decrease. Nettle tea is cheap and is available in most health food stores and supermarkets. If possible, go for organic, because it will contain more nutrients. Another suggestion is herbal teas that help improve circulation or relieve stress. Stress and reduced circulation are also major causes of hair loss.

2. Get scalp massages — Increasing blood circulation in the scalp is a good way to boost hair growth. Products like Rogaine work by increasing circulation in the scalp but you can achieve similar results by just massaging your scalp. One way to fit this into your schedule is to brew a cup of herbal tea and sit down for 10 minutes to massage your scalp while your tea cools. When massaging, push your fingers into your skin and move the skin without sliding your fingers over the surface.

3. Use relaxation techniques — Stress is a major cause of hair loss. To keep your stress levels down, make sure you get a good 7-9 hours sleep every night, exercise regularly and follow a diet high in nutrients. That means eating green leafy vegetables, high quality lean meats and the least amount of processed food possible.

4. Switch to organic hair care products — Most shampoos sold in supermarkets contain chemicals like sodium laurel sulphate. With years of use it’s thought that these chemicals can damage the hair and adversely affect the health of the hair from the roots. It’s also possible that products like gels and waxes block the pores in the scalp, which may hinder the growth of follicles. To avoid these problems, switch to organic hair care products made with natural and nutritious ingredients that actually feed your hair rather than damaging it. Generally speaking, if a hair care product is made from organic ingredients, it’s likely to be high quality.

5. Cleanse your body — If you’ve never cleansed your digestive system there’s a good chance you need to. Our bodies are designed to eat fresh organic raw vegetables and fruit, supplemented with fresh meat when it’s available. Today, however, most people tend to eat a lot of processed food, sugary food, breads, and many people eat meat almost every day. The result is a sluggish, poorly performing digestive system. Cleansing your digestive organs can only help improve your health and your body’s ability to assimilate nutrients. Your hair needs nutrients to grow and internal cleansing can help your body deliver them more abundantly.

Gov. Scott signs Contentious Election Law which Limits Early Voting Days
TALLAHASSEE (PalmBeachPost) — Ignoring the objections of critics, Gov. Rick Scott signed into law Thursday a contentious elections bill, which almost certainly will be headed to court.

Opponents of the new law, including the League of Women Voters, civil rights organization and Democrats, contend it is designed to cripple Democratic voters in the next year’s presidential election in swing-state Florida, considered a must-win by both parties.

The sweeping elections package shrinks the number of early voting days, forces voters to cast provisional ballots if they move between counties and fail to change their address before Election Day and imposes new regulations on voter groups considered the most restrictive in the nation.

The new law shrinks from 10 days to 48 hours the time in which third-party groups must submit registration forms to supervisors and requires that each person who signs up voters be registered with the state or face fines up to $1,000.

Kurt Browning addressed reporters in an attempt to calm what Brown called an overreaction to the new law said, I believe it’s a good bill.” Indicating when you start looking at the details of the bill it doesn’t negatively impact Florida voters. Meanwhile, Sen. Miguel Diaz de la Portilla, the Senate sponsor, said the law is necessary to cut back on voter fraud. Which Browning corrected saying that fraud is not an issue in Florida elections but that the new law was rather “proactive.”

The law eradicates a four-decade old policy of allowing voters to change their address at their new precinct during early voting or on Election Day.

Under the new law, voters moving within a county will still be able to cast regular ballots. But those moving from one county to another will be forced to cast “PROVISIONAL” ballots, which studies show are much more likely to be TOSSED when being counted by canvassing boards.

Thor — rating: 3.5 STARS
The visuals in “Thor” are really spectacular especially Chris Hemsworth’s performance in the title role. Hemsworth not only has the regal look for this noble God but there’s this cocky smirk he lets slip through every now and then giving the impression that Thor isn’t the most refined of the Asgardians. Plus, he maintains an air of arrogance throughout — combined with his bull-headedness and you have all the elements emoting one thunderous God. Loki played by Tom Hiddleston and Anthony Hopkins who plays Odin are also brilliant. There is one draw back. The film has some difficulties in blending the scenes from Asgard to earth. Overall, Thor is both entertaining and fun!

Today’s Highlights...
Interview with Alan Grayson
by Haydee Ayala
May 14, 2011
FL — YSL talk show host Jose Miranda was certainly on top of his game. His passion, rapid fire delivery and ability to zoom pass boundaries have made him a controversial figure on the airwaves. Miranda continues to inject his personality when dealing with the critical issues of politics creating a whole new level of entertainment. While some of his listeners may disagree, they will certainly tune in to his shows every Saturday from Noon to 1 p.m.

Yo Soy Latino’s surprise featured guest was Alan Grayson, former Florida Democratic U.S. Representative who is well known for his pugnacious attacks on the Republican Party. This outspoken firebrand spoke on Florida Republican Gov. Rick Scott and his proposals to drug-test state employees and welfare recipients by having them go for testing using King's family-owned healthcare clinics (Solantic’s walk-in clinics), which would only further his own personal gain. Of course, Grayson injecting a little levity telling Miranda he enjoyed his character reference of the governor as “King Scott”.

Grayson continued by saying, “There's a vast majority of Democrats in the state of Florida which outweigh the Republican Party and if everyone got out to voting we can most likely make a difference in our state.”

Florida needs a serious face lift. Too many political officials continue to hold office after pledging so much and delivering so little. It is time to correct the way government handles the affairs of its people. Too many Democratic voters are not getting to the polls to cast their votes. However, if they took those absentee ballots they got in the mail complete them and sent them back their votes would be counted for 2012.

Whether you love him or hate him, Alan Grayson is one refreshingly brutal and passionate Democrat. Who, as we all know, has no problem confronting the local GOP. Will Mr. Grayson re-enter the political arena? Hmm! That remains to be seen given his flamboyant nature. For more of this exchange, go to our archived show and listen to today’s program.

In closing, YSL would like to remind you that November 2012 is just around the corner. Don't wait until Election Day to realize the importance of your vote. Get involved! Show those politicians you mean business; but more importantly, that your voice will not be silenced.

This year's spring and summer jewelry trends have really run the gamut of wearable art. So in light of that, we are highlighting a few amazing options for almost any price-point buyer.

Consider big mixed cabochon-style stones. The use of these fabulous giant stones makes for a great statement necklace and they are organic and elegant. Plus, they fit right in with the vintage trends this year.

You can also bring in the 70s look with the re-imaging of huge, gorgeous tassel or ostrich feather earrings and fringe necklaces. All are perfect for that special event that requires something extraordinary. Besides it will let your free-spirit soar.

Add a few eye-catching dramatic bangle bracelets. When you layer several you can achieve an ultra chic look. Enhance the look further with a very bold cocktail ring. Cocktail rings are big this season and come in a variety of styles from floral to thunder bolts. When choosing that special piece keep in mind the bigger the better but also that you are comfortable and confident with the look.

Pasta with Salmon Caviar
Juicy salmon eggs add a delicate crunch to this luxurious past dish. If you prefer a more subtle fish flavor, substitute trout roe and smoke trout for the salmon roe and smoked salmon. Pair it with a rich, full-bodied mineral Chardonnay.

Serving: 4 Main or 6 First-Course • Time: 30 min

Ingredients:
Salt
½ pound dry tagliarini or fettuccine
2 tablespoons unsalted butter
1 shallot, minced
¼ cup plus 2 tablespoons crème fraiche or sour cream
1 tablespoon finely chopped flat-leaf parsley
1 teaspoon chopped tarragon
Freshly ground peppers
2 ounces thinly sliced smoked salmon, cut into ½ inch ribbons (1/2 cup)
4 ounces salmon caviar

Directions:
Bring a large pot of water to a boil and add a large pinch of salt. Add the tagliarini and cook until al dente. Drain the pasta, reserving about ½ cup of the cooking water.

In a large, deep skillet, melt the butter over moderate heat. When the foam subsides, add the minced shallot and cook over moderately low heat for 2 minutes, stirring. Add the crème fraiche, parsley and tarragon. Stir in about ¼ cup of the reserved pasta cooking water and season with pepper. Add the pasta and smoked salmon ribbons and toss well. Add up to 2 more tablespoons of the reserved cooking water if the pasta seems too dry. Remove from the heat. Add three-fourths of the caviar and toss gently. Serve in shall bowls, garnished with the remaining caviar.

Natural Skin Tightening Exercises for Your Face
When you look at yourself in the mirror and see that your jaw line isn’t as taut as it was before, it can be a real self-confidence killer. A sagging face, especially given our society for beauty, can make you appear depressed or old to the outside world, even if you don’t feel that way inside. That sad fact is because our society generally doesn’t honor age, but fears it. That’s why your first line of defense against the signs of aging is to not buy into what people think, and not pay attention to the focus on youth you see in the world around you. That will make your life much easier and remove some of the stigma of aging. After all, there’s much more to you than what people can see on the outside. But having said that, most of us still want to look our best, and having youthful-looking, healthy skin is part of that.

To address sagging skin, many people turn to the great abundance of available cosmetic or medical anti-aging treatments, such as anti-aging lotions and creams, cosmetic surgery, Botox injections and laser treatments. Unfortunately, many of these “solutions” waste both time and money. Some of them may even make your skin look even worse than it already was, causing it to lose further firmness, elasticity and tone.

The good news is that just as exercise affects the overall body, natural skin tightening exercises done for the face can improve muscle tone and produce a sleeker look. There are an abundance of special exercises designed for the face that tones the muscles underneath while firming and tightening the facial skin. Implementing these specially designed facial exercises can do you wonders. They’ll stimulate an instant increase in the blood flow along your facial area, significantly cutting down the stress on your forehead, eyes, cheeks and chin. They also create an improvement in blood circulation that produces proper blood oxygenation. This plumps up your facial muscles, giving you a tighter and firmer face.

Here are some samples of the many natural skin tightening exercises that can give you a face life without surgery:

• Place your index fingers on the outer edges of your eyes. Close your eyes and then gently pull the skin by pushing your fingers outwards towards your hairline. Next, open up your eyes as wide as you can, hold them in that position for a few seconds and then relax.

• Place two fingers on the outer edges of your lips. Slowly slide your fingers outwards on opposing directions, slide only for about an inch. Hold that position for a few seconds and then release and relax.

• Smile widely without exposing your teeth. Make your smile as wide as possible to stretch the muscles of your cheeks. Hold that position and then relax.

• Tilt your head back gently. Feel the neck muscles stretch, hold for a few seconds and then relax.

Repeat these as many times in each session as feel comfortable to you, starting slowly at first and then building up the repetitions over time. If you stick with it, you’ll eventually see a firmer face looking back at you when you look in the mirror.

Rick Scott’s jobs agenda runs into political realities in Legislature
(Orlando Sentinel) TALLAHASSEE — From the start of his administration, Gov. Rick Scott has been clear about how he planned to keep his campaign pledge to create 700,000 jobs in seven years: a direct line of accountability to the governor's office.

To that end, Scott directed state lawmakers to blow up Florida's diffuse constellation of jobs agencies and create a new Department of Commerce, whose director would work two doors down the hall from the governor spearheading Florida's business recruitment efforts.

"When you don't have one person looking over everything, it makes it more difficult to get things done," Scott said in January at his first meeting with the state's economic-development arm, Enterprise Florida. "I'll have a hard time holding somebody accountable for this if I don't have a person responsible for it."

But the product Republican lawmakers delivered last week was a mixed-bag – a reflection of how Scott's private-sector vision of government doesn't always square with the real thing.

There won't be one person in charge, as Scott had wanted. There won't be as much money to work with – $109.8 million in economic incentives, as opposed to the $300 million Scott sought. AND, lawmakers want to see results before they commit future dollars to luring jobs to the state.

"Things don't always go in a straight line where you want them to go, but we made a lot of progress," the governor told the Enterprise Florida board of directors in a Thursday conference call. "We didn't get exactly what we wanted, but what we did get is a very good start."

One fissure during the 60-day session was Scott's insistence that his economic-development chief be compensated like a corporate executive, with bonuses financed by the private sector. The Senate balked at that idea. Lawmakers were also leery of giving Scott a no-strings-attached pot of $300 million to dole out to companies.

Instead, the Legislature placed specific requirements that many of the economic development dollars be devoted to specific places: the Florida Panhandle got $16 million; the Sanford-Burnham Medical Research Institute in Orlando got $2 million; and $10 million would have to go to the "Institute for the Commercialization of Public Research," to spin-off state university research.

At the same time, they cut research dollars in other places, re-directing $25 million, for instance, from the medical research trust fund that goes to university-based centers to reducing an ongoing deficit at the Agency for Persons with Disabilities.

"I could either fund research … or take care of people that no one else on this planet is going to take care of," said House health-care budget chief Matt Hudson, R-Naples.

Including the budgets for all the state's economic-development agencies, the Legislature committed $207.3 million to job-creation – down from $220 million this year, and the high of $458 million in 2007 when lawmakers were pouring cash into seven bio-tech projects like Sanford-Burnham, in the hope of creating life-science job clusters.

Lawmakers did give Scott greater freedom to hand out up to $5 million per company without getting legislative approval first. In fact, the government-reorganization also requires Scott's office to make a decision on whether to award the dollars to a company within 10 days of receiving an application from a business.

But they also set a September 1 deadline for the governor to produce a "business plan" for how he would measure success. The plan would have to include benchmarks for business recruitment, business expansion, and the number of jobs created or retained.

"I think a lot of people were hesitant and didn't know what kind of governor he was going to be – even in his own party," said Rep. Scott Randolph, an Orlando Democrat who has blasted Republicans' jobs agenda this spring.

Next year, lawmakers could award Scott $125 million for job-recruitment -- diverted from affordable housing and road-building trust funds – if they like the results so far

"We'll have the opportunity for a year to see how this governor performs in attracting and retaining jobs," said Senate Transportation and Economic Development budget chief Don Gaetz, a Niceville Republican who carried the reorganization effort.

The result, Gaetz and other lawmakers say, is a level of accountability that's been missing in previous years.

The new "Department of Economic Opportunity" that lawmakers created on the last day of session will absorb the assorted duties of three separate agencies, responsible for everything from affordable housing and growth management to community development programs, and unemployment compensation.

It won't be helmed by Scott's jobs guru.

Gray Swoope, plucked from Mississippi Gov. Haley Barbour’s staff to serve as Florida’s job-recruiter-in-chief, will stay at Enterprise Florida, the public-private organization that escaped the reorganization unscathed. He earns a base salary of $230,000 and is eligible for bonuses of up to $70,000.

His title will change to “Secretary of Commerce,” although lawmakers did not create a Commerce Department. “We want Mr. Swoope out there bringing business to Florida instead of managing a big bureaucracy,” said House economic development budget chairman Mike Horner, R-Kissimmee.

But the pressure-point was private-sector compensation. Scott had wanted an economic-development coordinator who could accept performance bonuses and incentives provided by the private-sector companies that help finance Enterprise Florida now.

Senators balked at the idea of allowing the person responsible for doling out taxpayer cash to companies to ostensibly be able to turn around and accept bonuses from them.

"There was both a substantive and optical problem," said Gaetz.

"If someone is heading an agency, and that agency has regulatory authority as well as the authority to pick and choose business entities to be given tax breaks, I can't see how that agency head could be compensated by the people he regulates and gives business incentives to."

In the end, Scott's office proposed the current compromise – but it leaves the governor with a network of economic development agencies that aren't all that different from where they started. Appointed members of Enterprise Florida will also serve on Space Florida's board. VISIT Florida would answer now to Enterprise Florida instead of the governor's office of tourism, trade and economic development, which will be dissolved.

But the unnamed executive director at the new department – instead of Swoope at Enterprise Florida – will technically have control over most of the economic incentives. When asked who would answer to whom in the new organizational structure, Gaetz said, "You're going to have to ask the governor that question."

Swoope said Thursday that the changes were "a step in the right direction," and businesses would recognize "that we're all one team."

With that said, the governor had put together a working group that started Thursday to comb through the final legislation to see "how it works, what needs to be changed, and getting to the nuts and bolts of those changes."
